Commissioning HR was set up as a human resources consultancy in Devon & Cornwall in response to the needs of many businesses across the South West region. Primary research shows that organisations of all shapes and sizes outsource some or all aspects of HR. Some very small organisations are left unsupported through the complexities of employment legislation.
Commissioning HR is a professional HR Consultancy that was founded in May 2015 and is owned and led by Alison Lambert.
Our vision is to help business owners realise the potential of their people by delivering valuable people solutions. We champion Good Work and encourage people to be the very best they can. Underneath this, we recognise that we are all human and off days do happen.
We have clients across a variety of industry sectors. We also provide HR ad-hoc services to organisations that have an existing internal HR provision when they either need to outsource due to lack of resources or to gain an independent, unbiased perspective.

Many services are transferring out of the public sector and are looking to create new and sustainable models of delivery. They need a HR Consultant who understands the terms and conditions they transferred on whilst enabling them to be an organisation with a different culture.

Alison Lambert
Founder
Alison Lambert is the founder of Commissioning HR and our Strategic HR Consultant.
She is a Chartered Member of the Chartered Institute of Personnel Development (CIPD) with over 20 years’ experience in the HR profession. She is the Chair of the CIPD Devon & Cornwall Branch, the professional body for Human Resources. She qualified with a Master’s Degree in Personnel and Development from Plymouth University in 2005. Her research was an exploratory study into the make-up of HR provision and out-sourcing aspects of HR amongst organisations in the South West. Her research also looked at the value organisations placed on an External HR Perspective.

Alison also holds the Postgraduate Diploma in Marketing through the Chartered Institute of Marketing. This makes her a HR Professional with a difference – someone who really understands the strategic elements of business. Alison holds a Prince 2 Project Management Qualification, Train the Trainer qualification and is a Level 3 qualified and experienced Workplace Coach. Alison is also an Accredited Mediator and she sees the powerful value of this additional service that can be offered to organisations across the South West.
She has specialist experience in the fields of organisational development, change management and transformation, TUPE, learning & development, performance management, HR policy development and job evaluation. Alison has worked at management, advisory and business partner levels across both small and large organisations. She has worked across many industries in manufacturing – engineering and food production, retail sales, the public sector, including education and the care sector.
Having spent 7 years working in the Public Sector in HR Change Alison embraced the opportunity to impart her knowledge onto a larger number of local organisations. She set up her own HR Consultancy in 2015 with the aim to help local organisations to realise the potential of their business by delivering valuable people solutions. She has developed a diverse client base providing on-going outsourced HR support and be-spoke complex HR provision on a commissioned basis.
Alison joined the Board of Trustees of a new Youth Trust venture in Torbay to bring her strategic HR knowledge to Board level, ensuring that valuable solutions are provided through its biggest resource, the staff. She has a particular interest in developing organisations to new models of business delivery. She is passionate about ensuring that organisations are both adaptable and sustainable in today’s changing world of business.

Frances Stubbs
in-house HR Consultant
Frances is our in-house HR Consultant and Trained Mediator. She ran her own practice for 14 years before returning to in-house HR in a GP Federation. She is a seasoned people professional with over 25 years’ HR experience. She has worked in both the public and private sector, including charities and ‘not for profit’ organisations. During engagement in both employed and freelance assignments, she has led and delivered complex people projects across a variety of industry sectors including Professional Services, Publishing, Loss Prevention, Retail Operations, Financial Services, Pharmaceuticals, and Healthcare.

Frances areas of expertise and interest include HR Project Management; Organisation Design and Development; Change Management; HR Transformation; the implementation of HR systems and process reengineering; Business Closure and Relocation; Redundancy Management and Consultation; Mergers and Acquisitions including Due Diligence, TUPE and integration; Reward, including strategy development, annual cycle management; Job Evaluation; Policy Development and Implementation; and Employee Investigations.
We engaged Commissioning HR Ltd to undertake a study to help us better understand the strengths and vulnerabilities of the HR service level agreements we have with seven local authorities. It was a complex study involving 35 academies each with its unique requirements. The commission involved designing the study and liaising with administrators, headteachers and directors to gather and analyse a large volume of data. The results of the study were presented clearly and succinctly both verbally and in writing and included relevant and practical recommendations and the use of technology enabled us to interrogate the data in a range of useful ways. I would have no hesitation in recommending Commissioning HR Ltd for such work.
